ALBANY – A Manhattan state lawmaker plans to introduce a new law Monday that will ban all banks selected by the state to distribute unemployment benefits from charging ATM fees when cash-strapped New Yorkers use their debit cards to withdraw funds, The Post have learned.

The country’s Department of Labor issued thousands of debit cards to people hit by the COVID-19 pandemic throughout the Empire State for unemployment benefits through KeyBank – which won the 2015 state contract to do the work.

But only one branch in the five boroughs has been opened since the pandemic struck, and even there, there is only one ATM operating.

The May Post report presents a long queue outside of Manhattan’s unique location on East 22nd Street, a complicated routine for those who are trying to cash a much-needed aid fund.

State Senator Brad Hoylman (D-Manhattan) has now drafted a law in direct response to the exposure, banning other banks and ATM owners and operators from adding additional fees on transfers to those who withdraw benefits with a card.

“In the midst of a massive economic crisis, every dollar counts. Charging money on someone who is already facing financial difficulties adds insult to injury, “Hoylman said in a statement Sunday.

“My new law will allow New Yorkers to access unemployment insurance and other public benefits without incurring disruption fees. We cannot allow big banks to collect and collect unemployment in New York. “

If signed into law, it will include New Yorkers who register for federal, state or local benefits transferred through a state-approved benefit card, including regular unemployment insurance benefits, job training program allowances, adoption of electronic subsidy payments, benefits medical assistance and SNAP food stamps.

KeyBank has said residents can withdraw funds at an ATM without additional costs at more than 100 AllPoint ATM locations in the City, or they can go to the Westchester branch that is open in New Rochelle or Eastchester.

But some users told The Post that this option was poorly advertised or not communicated when they created their “Key2Benefits” account with the country.

The bill will immediately take effect if it is signed into law.

“We will review it when it is introduced,” Rich Azzopardi, senior adviser to Governor Andrew Cuomo, told The Post of the bill.

New York City’s unemployment rate alone jumped from 15 percent in April to 18.3 percent in May, according to the latest country records released Thursday, June 18.

The rest stated a rate of 11.9 percent in May, down from 15.6 the previous month.

Method Media Bermuda will present the documentary FABRIC: Portuguese History in Bermuda on Thursday, December 29 at the Underwater Research Institute of Bermuda.

Maestro de Braga is the first Portuguese in the National Symphony Orchestra of Cuba.

Maestro Filipe Cunha, Artistic Director of the Philharmonic Orchestra of Braga, has been invited to conduct the Cuban National Symphony Orchestra, as announced today.

According to a statement sent by O MINHO, “he will be the first Portuguese conductor to conduct this orchestra in its entire history.”

In addition to this orchestra, the maestro will also work with the Lyceo Mozarteum de la Habana Symphony Orchestra.

The concerts will take place on 4 and 12 March 2023 at the National Theater of Cuba in Havana.
