An unknown situation in the history of Uberaba politics in the Mineiro Triangle was recorded on Thursday evening (May 27) at the Uberaba Municipal Chamber (CMU) after the rejection of the Multi-Year Plan (PPA) of the authorities. The PPA voting session, which took place online, was also recorded with the participation of the secretariat of the municipal government of Indira Ferreira, the general budget advisor Jorge Cardoso Macedo and the head of the Department of Municipal Planning, Tasiana de Castro Balduno.
According to CMU President Ismar Maro, one of the difficulties the council members faced in approving was the interpretation in the technical part of the PPA, as it was very brief in terms of the guidelines, goals and objectives of the municipal administration. “Thus, the project did not show the program, how the actions, results and services that will be directed to the population will be structured,” he said.
Also, according to Maro, in the political sphere, council members also faced difficulties, because there were no conversations between the municipality and the city council. “The board members concluded, and I also agree, that the executive should have devoted more time to the project, spending more time with the legislature, engaging in dialogue so that the legislature could take notes and direct its ideas. Since there was no dialogue with the city council, the project was very little detailed. It was difficult to approve, and most of the council members preferred to reject the proposal, “- said the President of the CMU.
Maro explained that due to the rejection of the new PPA, the 2017 PPA, which is valid until December 30, will be worked out by the municipality. “But there is a possibility for another vote, that is, the mayor amends the organic law of the municipality, changing the deadline from May 31 for the PPA vote to November 31, and then submits the draft to the Chamber again. where he needs a quarter of our Legislature to then vote for the PPA again, ”he concluded.
In a note, the city of Uberaba said the executive branch understands that the CMU’s abandonment of its PPA is part of the political democratic process. “Technically and legally, the part presented by the executive is clear and well substantiated, however there are some comments from the legislature and the municipal government will expand this dialogue to the necessary adjustments for approval,” the note says.
The PPA is a government planning tool that defines the guiding principles, goals and objectives of the municipal government with regard to future expenditures in order to ensure the implementation and management of government policies. It is prepared in accordance with the municipal organic law with the aim of guiding the actions to be developed over four years, and which serves as a guide for the Governing Laws (LDO) and the Annual Legal Regulations (LOA). ).
