Why do politicians want to reform electoral rules?

The National Congress is discussing an important electoral reform that, if approved, would have enormous implications for Brazil’s political system. In the proposal under discussion, it is possible most obvious change or transforming legislative elections from a proportional model to a “constituency” model, where legislators with the most votes are elected independently of their political parties. But there are many other important, but less public points in what is being discussed at the congress. And all the proposals are aimed at strengthening the political power of the actors, reducing competition and, above all, undermining the responsibility of politicians and political parties.

Claudio Ferras he is a professor at the Vancouver School of Economics, the University of British Columbia, Canada, and the PUC-Rio Department of Economics. He is the Scientific Director of JPAL (Poverty Action Laboratory) Latin America. He holds a BA in Economics from the University of Costa Rica, an MA from Boston University, a PhD from the University of California at Berkeley, and has also been a visiting professor at Stanford University and MIT.
