Venezuela is ready to supply oil and gas to Spain and the rest of Europe, but on a prepaid basis and through a mechanism that allows a government under international sanctions to use these resources.

This was stated by the vice-president of the United Socialist Party of Venezuela (PSV, the ruling party) Diosdado Cabello, the second most powerful man in Chavismo after President Nicolas Maduro.
