In this statement, the ministry warns that Airlines should only allow passengers to board flights with a destination or stopover on the Portuguese mainland only “upon presentation of an EU digital COVID certificate or negative test result at the time of departure.”

All approved measures also apply to the embarkation and disembarkation of passengers and crew of cruise ships at ports located on the Continental National Territory.

Also according to the ministry, “With the exception of the member states of the European Union and the countries belonging to the Schengen area, only important travel to third countries is allowed.”
