Contrary to what the leaders of Congress have said Supreme Federal Court (STF), the allocation of the secret budget focuses not on basic services, but on the political convenience of some parliamentarians. Cities that are the electoral base of allies of the Planalto Palace or congressmen holding influential positions in Congress receive hundreds of millions of reais, while nearby or neighboring municipalities are on their own. Together, the four non-state capitals leading secret budget fund cities received pledges of just over R $ 731 million in 2020 and 2021. This is more than the 2,261 municipalities combined at the base of the pyramid.

The non-capital cities that have benefited the most from the amendments so far: Pousu-Alegre (MG) with an appropriation of R $ 237.2 million; Petrolina (PE) – R $ 195.6 million; Tahua (CE), R $ 151.5 million, and Santana (AP), R $ 146.6 million. In general, they all have places in the immediate vicinity that received little or no input from the speaker. They are also strongholds for the President of the Senate, Rodrigo Pacheco (PSD-MG); the leader of the government in the Senate, Fernando Bezerra (MDB-PE); General Rapporteur on the 2020 budget, sunday grandson (PSD-CE); and the former chairman of the Senate, Davi Alcolumbre (DEM-AP). Mombasa and Taua differ in terms of receiving funds, but have similar economic and social conditions. Mombasa with 43 thousand inhabitants and Taua with 58 thousand have an average human development index (HDI): one – 0.604, and the other – 0.633. Just over half of the population of the two municipalities earn up to half of the minimum wage.

Mayor of Mombasa, Orlando Dream (MDB), is working on the development of production chains for dairy cattle and honey. There is not enough money, people are in need, we are working hard to be able to provide (rural) producers with a better structure, ”he said. “But obviously, if I had, for example, a drilling machine, it would help solve the problem of water scarcity.”

In local politics, Sertan dos Inhamuns, where Taua and Mombasa are located, Orlando Filho is part of a political group opposing 2020 Budget Rapporteur Federal MP Domingos Neto (PSD-CE). In Catarina (CE), just 48 km from the towns of Patricia Aguiar and Domingos Neto, the RP-9 amendments have required R $ 562,000 since 2020, about 262 times less than in Taua. It is as if every resident of Catarina received R $ 29.99 from the Union, compared to R $ 2.6 thousand from Tahua. On the other side of Brazil’s map, Pouso Alegre (MG), with a population of 154,000 and a high HDI of 0774, is today the Brazilian city with the most active (i.e., reserved) resources from the rapporteur’s amendments, with the exception of state capitals.

R $ 237 million reserved for the city of Sul de Minas, including funds from the San Francisco Valley Development Company (Codevasf). The city of Pozo Alegre, the city of Possus de Caldas (MG), also has a high HDI of 0.775 and an equivalent population of 166,000, but so far the commitment from RP-9 is only R $ 1.5 million. In Pozo Alegre, 1,537 reais are reserved per capita, while in Pozo, 80 km away, a total of 9.26 reais per capita is reserved.

One of the main advocates of the continuity of the secret budget is Senate President Rodrigo Pacheco (PSD-MG). He is an ally of Pozo Alegre Mayor Rafael Simoens (DEM) and arrived in the city on November 19 to lay the foundation for a new cancer hospital, which will have over 11,000 square meters of built-up space and 100 new beds.
