The mayor of Porto will propose a “non-performance” of the agreement made with the Union of Parishes of the Historic Center and demand the return of the amounts received in connection with the non-restoration of the San Sebastian market.
In a letter sent to Nuno Cruz, President of the Historic Center Parish Union, to which Lusa had access this Monday, Rui Moreira wrote that “regardless of the specific reasons that prevented the progress of work, the truth is that, given almost three years, nothing has happened while watching the market building in apparent degradation”.
The restoration works of the San Sebastian market in the Sé district were the result of a project approved under the heading “joint budget” and were provided for in an inter-administrative agreement signed in September 2019 between the municipality and the junta.
“In response to a status inquiry we recently requested, you indicated that the competition for a public works contract has not yet begun, citing various vicissitudes, namely financial difficulties faced by the board,” the letter says. dated June 20 and was distributed to the parties by the chairman of the parish meeting.
Recalling that performance of the contract constituted the “primary obligation” of the contract, the independent mayor emphasizes that non-performance of obligations is “the basis for deciding the same”, as well as for the “return of all amounts”. received in pursuance of the contract.
“Having no other alternative, we note that we will continue with the proposal for the resolution of the non-compliance agreement, which will be considered by the municipal executive, which, after its approval, will legitimize us to demand the return of the amounts received from the Union of Parishes of the History Center,” assures Rui Moreira.
