Chief of the House of Government Ricardo Barros (PP-PR) accused the Federal Supreme Court (STF) of actions preventing the approval of President Jair Bolsonaro’s strategic projects in Congress. The statement was made on Monday by a PP deputy to the president. Yellow on air, a new VEJA interview program commenting on the PEC dos Precatórios negotiations. The amendment, which is awaiting a Senate vote, leaves room in the budget for the first phase of funding for Auxílio Brasil, the government’s new social program.

Barros suggested that the increase in court debt for 2022 will be the result of the “political activity” of the court to remove Bolsonaro from the government. “The political activity of the judiciary must be contained. No wonder this government bill, which is 30 years, 40 years old, is growing. Are you going to see the Precatorium bill? Comes from many years. Why is everything drying up now? Perhaps to make the government impracticable to carry out planned actions, including in the social sphere, and to be able to change the government. Since Bolsonaro is attacking the Federal Supreme Court, let’s get him out of there, ”said the head of government.

According to him, today STF ministers have the right to make decisions that can affect the government’s formulation. “This conflict is very obvious. Which is unfortunate, because the judiciary must remain in its role as a harmonious government, independent and serving the nation, and not with all the political activism it has undertaken. Both the Federal Supreme Court and TSE (Supreme Electoral Court) “, he added.

Barros denied that Auxilio Brasil had an election bias, arguing that the central idea of the program was already present in the current president’s government plan. He also reaffirmed that there is consensus in government and in Congress on the need to make the benefit permanent and not temporary, as currently stipulated by the interim measure on this issue. According to the MP, one of Bolsonaro’s main representatives in the Congress, House and Senate must determine a permanent source of funds in order for the expenses to be justified.

“This will now be adjusted within the framework of the understanding that exists among all parliamentarians that yes, the program should be permanent,” Barros said, outlining a positive scenario for the approval of PEC dos Precatórios in the Senate as well. When asked about the fiscal risk of launching the program before identifying the source of the money to pay the bill, Barros said there was no “rush” in the implementation of Auxílio Brasil, but rather “delay”.

In the interview, Barros also defended the rapporteur amendment mechanism contested by the STF and widely used by the government to enable voting on PEC dos Precatórios in the Chamber. “What was at stake (no STF) there was no discussion of RP9 transparency (editor’s amendments). It was about confirming the payment of 90 billion reais in court orders. When RP9 was attacked, it was with the intention of removing the political climate from the PEC dos Precatório vote, ”he continued. “If you look at the chronology of our political life, you will see a lot of decisive action on the part of the judiciary trying to prevent voting on issues that did not interest the corporation.”
