I repeat, this is not something natural. This requires the collection and organization of information, the definition of goals and objectives, as well as structural formalization.

I fear that the resistance to its inclusion in Brazilian social practice, in our culture, is a chronic, a kind of national birth defect.

Is the constant confirmation in the melancholy diagnosis that we don’t excel at planning, that we are a culture of improvisation devoid of the rationality necessary to carry out the necessary actions between the announcement of the idea and the implementation of the project, is true? ?

Starting to analyze the Brazilian society within the framework of the project concept is an urgent work. The time has passed to face this shortcoming that affects us so much. Are we doomed to political exercises based on rhetoric and personalist antagonism? Are we doomed to ignore the analytical, critical, and ordering role of the proposals necessary for the application of reason?

This is not about encouraging positivist rationality, which considers itself absolute and uses order as the main value, but about a mind that combines pragmatism, empathy and joy as integral elements of life. Because, to paraphrase a popular saying, there is no solution without a draft.

The agreement was approved by a supermajority at a ministerial meeting of member states in Brussels, Belgium, after months of discussions about the best way to contain the rise in natural gas prices in the bloc caused by Russia’s invasion of Ukraine. .

The value set by the countries is well below the proposal made by the European Commission, the EU’s executive body, in November: 275 EUR/MWh. However, the countries leading the cap campaign were in favor of an even lower limit, around 100 EUR/MWh.

Germany, always wary of price controls, voted in favor of 180 euros, while Austria and the Netherlands, also skeptical of the cap, abstained. Hungary, the most pro-Russian country in the EU, voted against.

The instrument will enter into force on 15 February, but only if natural gas prices on the Amsterdam Stock Exchange exceed 180 euros/MWh for three consecutive days. In addition, the difference compared to a number of global benchmarks should be more than 35 euros.
