The federal police determine Renan Calleiros (MDB-AL), the CPI pandemic rapporteur, received a portion of the R $ 4 million bribe allegedly paid to the Consórcio Estaleiro Rio Tietê, in Arasatuba (SP), under contract with Transpetro… An investigation by the STF since May 2020 initially revealed whether Renan had received illegal electoral donations from companies in the consortium, but progress in the investigation led PF to revise its line of investigation, which has so far ruled out irregularities in electoral transfers.

In a partial report sent to the Supreme Court late last week, delegate Lorena Lima Nascimento says the change in direction of the investigation is based largely on reports. Sergio Machado, former Senator and former President of Transpetro, who secured Renan’s political support to remain in office. Machado closed an award-winning complaint to the Attorney General’s office in 2016. In the document, the delegate asks the Rapporteur for the Investigation in the Court, Minister Edson Facin, to allow more time to complete the investigation, including the testimony of Renan Calheiros himself. …

Machado said that after signing a contract with Consórcio Estaleiro Rio Tietê for the construction of barges on November 23, 2010, he asked businessman Wilson Quintell, the consortium’s managing partner, to give about 1% of the bribe under the agreement. Sergio Machado attributed the demand for values to the need for “financial support” from companies to maintain “institutional support” for the politicians who supported him as president of the state-owned company, including Renan Calheiros. …

According to the informant, the amount was equivalent to approximately R $ 4 million and was paid in cash. According to Quintella’s testimony, Machado asked him for payments in the form of “donations”, “donations” or “political support”, and the payment of the requested amounts was made by a man named Antonio Canji. According to the businessman, he does not know how the transfers were made.

Machado told the Federal Police about Transpetro’s bribery methods. According to the informant, representatives of companies that will pay unjustified benefits came to the headquarters of Transpetro monthly or every two months, and in this conversation a request was made about the amounts. Once the amount was determined for each transaction between a specific company and a specific politician, a codename was generated, in addition to specifying the date, time and place of delivery of the money.

Machado said that at the time of signing the contract with the shipyard in São Paulo, he was in the habit of personally meeting Renan Calheiros at least twice a month in Brasilia. At these meetings, the informant claims that he gave Renan a paper with the same information that was given to businessmen who were going to pay bribes. Two or three times, Machado said, it was not possible to meet with the senator, and the information was passed on to Everaldo Frans Ferro, an advisor to the emedebista office at the Transpetro headquarters. PF has records of Iron’s admission to state headquarters in 2014.

Among the steps that PF still intends to take during the investigation are the testimony of Everaldo Ferro and Antonio Canji, as well as the hearing of Renan, who should be heard last.

“One of the main characteristics of a criminal hypothesis is its volatility. Whenever evidence obtained in the course of an investigation refutes it in whole or in part, the police, as chairman of the investigation, must reject, change it, or even prove themselves to terminate the investigation for lack of evidence. just because. In this context, with the deepening of the investigation by the judicial police, it became possible to increase the number of points with a subsequent change in the criminal hypothesis, ”reads the partial report.
