Eight parliamentarians from Parana have stood out in their functions last year and are among the 100 most distinguished congressmen in the National Congress, according to Diap (Interindical Department for Parliamentary Consultations). The ranking was published on Friday (27) and includes Senator Alvaro Diaz (Podemos-PR) and federal deputies: Enio Verri (PT-PR), Glazy Hoffmann (PT-PR), Gustavo Fruet (PDT-PR)), Pedro … Lupion (DEM-PR), Luisa Canziani (PTB-PR), Ricardo Barros (PP-PR) and Sergio Sousa (MDB-PR).

Of the 100 deputies on the list, 66 are deputies and 34 are senators. The results are published after research conducted through interviews with MPs and senators, councilors of the two chambers of the National Congress, journalists, academics and political scientists. Issues such as the capacity of parliamentarians as articulators, organizers; design and legislators; negotiators; and opinion-makers.

The “leaders” of the National Congress, according to Diap’s definition, are those parliamentarians – deputies and senators – who manage to distinguish themselves from the rest by showing some or all of their qualities and abilities. Among the attributes that characterize the protagonist in the legislative process, stand out the ability to debate, negotiate, voice, formulate and articulate, be it knowledge or a sense of opportunity.

An institution understands by a positional or institutional criterion a formal connection or a hierarchical position in the structure of an organization; reputation, perception and judgments of other people about this or that politician; the ability to make decisions and influence choices.

In an interview with Folla de Londrina, Professor of Ethics and Political Philosophy at UEL (State University of Londrina) Elva Cenci analyzed that the names of the people from Parana on the list are experienced politicians who have been tested in parliament and in polls. , and political successors such as Luisa Canziani and Pedro Lupion.

For Professor UEL, in the case of PT President Glazy Hoffmann, a prominent role is inevitable, as it is the party with the largest caucus in the House and with the most weight in opposition to Bolsonar.

In the context of democracy, political leaders come to power in accordance with the rules established by the Constitution or other specific laws, and in Congress we can say that the role and profile of elected representatives largely reflects the level of political awareness of their constituents. People who participate, get involved, remain vigilant, and demand good work from their representatives can see them stand out as good politicians.
