If the military maintains an access restriction order, there is the possibility of filing an appeal with the CGU, which has many precedents governing disclosure.

“The Office of the Comptroller General of the Union reached an agreement, indicating that any person, regardless of whether he is an interested party or not, has the right to have an opinion and receive copies of the minutes of administrative disciplinary proceedings that have already been closed,” the DKP said. The controller makes an exception to prohibit access to information such as banking and tax data, “confidential personal information from third parties and information relating to the identification of any informant”.

On May 23, Pasuello took part in a political event without the support of the Army Command. An administrative case was opened to investigate the general’s behavior, given that the internal rules of the Force prohibit military participation in political demonstrations. Under pressure from the Planalto Palace and after President Bolsonaro appointed Pasuello to the presidency of the republic, the army commander, General Paulo Sergio Nogueira de Oliveira, postponed the procedure. In an official note, the army said that following the presentation of Pasuello’s defense, it was concluded that he had not committed any disciplinary offenses.

The agreement was approved by a supermajority at a ministerial meeting of member states in Brussels, Belgium, after months of discussions about the best way to contain the rise in natural gas prices in the bloc caused by Russia’s invasion of Ukraine. .

The value set by the countries is well below the proposal made by the European Commission, the EU’s executive body, in November: 275 EUR/MWh. However, the countries leading the cap campaign were in favor of an even lower limit, around 100 EUR/MWh.

Germany, always wary of price controls, voted in favor of 180 euros, while Austria and the Netherlands, also skeptical of the cap, abstained. Hungary, the most pro-Russian country in the EU, voted against.

The instrument will enter into force on 15 February, but only if natural gas prices on the Amsterdam Stock Exchange exceed 180 euros/MWh for three consecutive days. In addition, the difference compared to a number of global benchmarks should be more than 35 euros.
