Lucía Elena Oliveira Girão, who represents the residents of the Parque Real complex in Realengo, says the Esporte Presente center in the area was closed after she reconsidered her support for Marcus Venissius Barbosa, Podemos candidate for federal deputy and former president of TurisAngra (Tourism Foundation Angra dos Reis).

Lucía says she was approached by campaign coordinators from Venissius, as Barbosa is known, to create the core of the project in exchange for the political support of candidate Podemos. The leader of the community was also asked to run as a state candidate to campaign with him.

Audio recordings and recordings obtained in the report show that – through Eduardo Gil dos Santos Duarte, the Secretary of State for Education, who is seconded to the Secretary of Government, and Marcelo Felix – Venissier controls two hubs in Tijuca and one in Inhauma, in the northern zone, in addition to others in Campo Grande, Tacara and Recreio dos Bandeirantes, in the western zone (listen to the audio below).

“He [Eduardo Gil] showed up at my house and said that he had a project called Esporte Presente and that he wanted to present it at Parque Real. I said that I already have a project [ginástica] and stretch out over three years and that I won’t quit my job with my teacher. He told me how it would work: to me I would put my wife Natalia as an assistant, because she helps in the square, and Angelica as a teacher,” he said.

An audio sent by Marcelo Félix to a PE teacher who works for the Parque Real sports project makes it clear that the removal of the core was political retaliation.

“Whoever cares about this [Eduardo] Gil. […] Once they saw that Lucia was no longer with the party, with the ideologies… In other words, she was no longer with Venissier and all that, I don’t know why this decision was made,” says Felix. “It’s an old saying: a disturbing move. That’s what Gil did: he took the project from there, and those were some of the reasons he took it.”

The centers in Realengo, Tijuca, Taquara and Recreio have Instagram profiles that highlight events. In most publications, profiles Venissier, Eduardo Gil and Marcelo Felix are noted. One of the posts on Recreio’s profile included a selfie of Gil and Felix with the caption “project coordinators”.

Lucia is demanding action from Governor Claudio Castro (PL). “Just because I didn’t line up with a candidate, will they remove the Parque Real project? I need a governorship for this.”

In the audio recording obtained in the report, Eduardo Gil tries to reassure the interlocutor about the scandal with secret positions uncovered UOL.

In the post, he refers to complaints against Secretary of State Patrick Welber and says Esporte Presente is controlled by Rodrigo Bacellar (LP), the leader of Claudio Castro’s government in Alerge (Rio de Janeiro’s Legislative Assembly) and one of the governor’s closest allies.

“You say that he [Patrique Welber] makes people work and they don’t work. Ghost employee, huh? It’s like everyone says. Ours has nothing to do with it, no. Esporte Presente has nothing to do with Patrick, Esporte Presente belongs to Rodrigo Basellar. Forget it. What we have, Realengo, Tijuca, Recreio, has nothing to do with it.”

Sources Heard UOL confirm the statement. According to them, Bacellar is responsible for the expansion of Esporte Presente, which has already spent 115 million reais this year.

The message contacted Rodrigo Basellar’s press office about the statement, but there was no response.

When contacted, Ceperj stated that she did not know anything about the community leader’s report and stated that she “does not act on the party-political issues” that the report refers to.

Venissius disse ao UOL “ignoring” the political use of Esporte Presente’s cores for his candidacy. Regarding his relationship with Eduardo Gil and Marcelo Felix, he said he did not know if they were working on his campaign and that he had met with many supporters.

Marcelo Felix, on the other hand, denied that he was politically coordinating the Venissius campaign. According to him, his work in the Esporte Presente centers is voluntary. He also denies involvement in the political falsification of the project and in offering seats for election cables.

Eduardo Gil, in turn, justified the fact of political activity in the cells by his role in Segova (Government Secretariat). According to him, his job is to keep an eye on “external projects”, and therefore he is always in the Esporte Presente centers associated with Venissius. “All these projects are related to Segov,” he says.

However, Esporte Presente is carried out through the partnership of Ceperj and Suderj without any formal connection to Segov.

Eduardo Gil, a member of a group known as the “custodians of Crivella” that is being investigated by the MP-RJ (Rio de Janeiro prosecutor’s office), says he removed the Parque Real project “because Lucia was not working.” He was unable to explain why he said in the audio that the program was being controlled by state deputy Rodrigo Bacellar (PL), a candidate for re-election.

The wanted Segov confirmed that Eduardo Gil works in Segov, “on the appointment of Seeduk and does not receive any satisfaction. He is engaged in street monitoring of the social projects of the secretariat.”

Also, according to the folder, “The Department of Internal Affairs has been asked to take action on complaints and, in the event of server failures, an administrative proceeding is immediately opened and its capacity is returned to the source secretary.”
