His government has also strengthened state superintendents, political positions, and people with technical qualifications unrelated to heritage protection.

A survey conducted by the Forum of Brazilian Cultural Heritage Organizations shows that IPHAN’s 12 Regional Superintendents have professional characteristics that are incompatible with their positions. Another five people are architects or technicians in the field, but do not have an academic specialization.
