RJ: Governor uses official helicopter to travel to ally political event - 06/23/2022

The pre-election candidate, Rio de Janeiro Gov. Claudio Castro (PL), used a state helicopter to attend the launch of a political ally’s pre-candidacy in the interior of Rio de Janeiro last week.

On the night of June 14, Castro flew aboard a state government aircraft from Nova Friburgo, Serrana region, to Barra Mansa, in Sul Fluminense, where he took part in a political event organized by state deputy Marcelo Cabelleiro (DC), which is a political stronghold in city.

The governor claims through his press office that he used the helicopter for “recommendations and security protocols to heads of state” and “for the conduct of activities consistent with public service.” However, the Barra Mansa appointment was not on his official agenda (see full note below).

To justify the use of the plane, Castro formulated Marcelo Cabelleiro and Rodrigo Drable (União Brasil), mayor of Barra Mansa, a lightning-fast agenda: the three went to a popular restaurant that the state is renovating in the municipality under the pretense of inspecting the work.

Sources Heard UOL the governor is reported to have spent several minutes there, where he only took a picture with the allies from scratch (pictured below). He then went to the political event of Marcelo Cabelleiro.

helicopter costs

On this day, Castro announced his commitment to Nova Friburgo, in a mountainous area, where he remained from morning until late evening. The city is about 160 km by car from Barra Mansa, travel time is about 3.5 hours. By helicopter, the trip takes about 45 minutes, depending on weather conditions.

In the report, the government asked about the cost of this trip, but there was no answer.

Two companies operating helicopters of the same model as Castro, the Agusta AW109SP, claim that each hour of flight between Nova Friburgo and Barra Mansa costs about $1,293 (R$6,644.72 at yesterday’s price).

Calculation – made by companies upon request Column UOL Todos a Bordo, for this story – includes direct maintenance costs, fuel, takeoff and landing fees. The cost does not include the removal of Castro following the Barra Mansa agenda, which has not been disclosed.

The use of the plane by Castro and his secretaries costs the state millions of dollars.

In terms of fuel, the estimated cost of this helicopter model is BRL 389,000 per year, in accordance with the terms of reference for the purchase of jet fuel prepared in February. The aircraft’s annual maintenance costs R$732,000, based on the values of the latest amendment signed by Rio for this purpose in May.

Allied event changed theme

Other elements indicate that the governor’s trip to Barra Mansa was for the sole purpose of attending a political event with an ally.

Even though a formal engagement in the city was not on Castro’s agenda, Marcelo Cabelleiro advertised the governor’s presence at his event on his social media for at least a week.

The topic has changed. Initially, Cabelleiro regarded the meeting as a nomination of his candidacy – he will try to be re-elected as a state deputy. However, in the second moment, this event came to be seen as the responsibility for his current mandate.

“I invite everyone to put forward my preliminary candidacy for re-election next Tuesday with the participation of our governor Claudio Castro. It will be at 19:00 at Ilha Clube (Avenida Presidente Kennedy, n. 854, Ano Bom) an invitation to the entire population of our state, ”the congressman posted on his page in facebook June 7, a week before the rally.

All advertising for the event, including banners on the stage where Marcelo Cabelleiro, Castro and other officials performed, photographs of the governor were posted.

The barber is now one of Castro’s closest deputies. This month alone, it was the fifth agenda they held together in Sul Fluminense, having previously visited cities such as Volta Redonda and Resende.

Castro steps up campaign trips

The use of helicopters by the governor, secretaries and other authorities is regulated by a 2013 decree. According to the rule, aircraft can only be used “on official business trips or for the safety of the authorities.” The Decree also specifies that in case of misuse of aircraft, the opening of an investigation is mandatory.

Since taking office as interim governor at the end of August 2020, Castro has made 270 flights in government aircraft. On many occasions he used the plane for short trips within the city of Rio or to neighboring municipalities that could be made by car.

Travel has increased this year as the governor has stepped up his presence in rural areas as a campaign strategy. In the first quarter of this year, Castro flew 96 helicopter flights, more than double the 46 he made in the same period in 2021.

The number of takeoffs by the governor also contrasts with other uses of the state’s aircraft. The organ transplant program, for example, has made 158 flights since August 2020, including trips to transport organs, specialists to collect, and other related commitments.

In September 2021, former governor Sergio Cabral and former first lady Adriana Anselmo were sentenced to 11 years in prison for using Rio de Janeiro government helicopters for personal use. The verdict of Judge Andre Felipe Veras de Oliveira of the capital’s 32nd Criminal Court also ruled that the couple would reimburse the state treasury for almost 20 million reais.

Other side

In the memo, the state government defended the use of a helicopter for Castro’s trip to Barra Mansa:

“The use of the helicopter is in line with the safety recommendations and protocols of the heads of state. Governor Claudio Castro’s flights are determined by the government’s Office of Institutional Security (GSI) and consider the route, vehicles, security of the chief executive and third parties, in addition to the urgency of travel.

All flights on state government aircraft are for public service purposes as provided for in Executive Order 44.310. On June 14, the governor went to oversee the work of the Restaurante do Povo de Barra Mansa.

In 2021, the State Fleet registered 2,085 flight hours. Of this total, 31 hours were spent serving the Governor, representing only 1.5% of the total number of displaced persons. Everything else was for the civil and military police, for civil defense and fire protection, as well as for the health department, which, for example, distributed vaccines against Covid to the entire population.

Mayan Caesar leaves ostracism and is considered a vice in RJ - 06/24/2022 - Poder

Having accumulated electoral defeats since 2008 when he left Rio de Janeiro’s mayor’s office, 77-year-old Councilor César Maia (PSDB) left the political ostracism he lived in to become the focus of controversy this year between pre-candidates for the state government.

Federal Deputy Marcelo Freixo (PSB-RJ) invited Maya to become his deputy as a candidate for the state government. The same post was offered to the former mayor by the city’s current president, Eduardo Páez (PSD), to be led by former OAB president Felipe Santa Cruz (PSD).

The former mayor delegated negotiations on his behalf to his son, Rodrigo Maia, who chairs the PSDB-RJ.

To Sheet he explained the reason for the interest in his name in this election as follows: “Perhaps because of the need for a brand experience.”

Both Freijo and Santa Cruz never held leadership positions. The PSB MP is also trying to expand his alliance with the center parties in order to disassociate himself from the image of a radical left that has been formed as a result of his 16-year affiliation with the PSOL.

Maya says she sees no contradiction in her possible commitment to a candidacy led by a left-wing politician.

“My political life has always fluctuated between left and center. When I came to the NFL, the goal was for the NFL to move to the center. That’s why Jamie Lerner and I migrated together,” he says.

PSOL, a member of Freixo’s alliance, said they were against his appointment as vice president.

The accusation of the deputy in the growth of the militia is also not a hindrance for the former mayor. He claims that the deputy was right.

“The first of these allowed police officers to live in communities. But later dynamics showed that Freixo was right,” the former mayor said.

Three-term mayor of Rio de Janeiro Maya left his post without much approval. His administration was the target of constant criticism in the following elections, including from former political godchildren such as Páez.

“My assessment is that the criticism during this election was skewed by popularity issues at the time. The affairs of politics. Possibly due to being in government for too long.”

The former mayor unsuccessfully attempted to hold elections for the Senate three times in 2010, 2014 and 2018. At the latter, he led the voting intent polls ahead of the election, but was overtaken by Arolde de Oliveira (died 2020). whose start was similar to that of Wilson Witzel in state government.

Maya attributes the Senate’s defeats to its lack of domestic votes. He is currently serving his third term as an adviser, a position he has always been elected to as one of the top four voters.

Council member Tarcisio Mota (PSOL) classifies César Maia’s term as “independent”.

“He is not 100% faithful to the directives of the Paez administration. He usually defends the directives of government officials like us. As far as economic and fiscal directives are concerned, we often disagree. But we have a lot of dialogues. adviser,” said Mota, in contrast to Freixo, who was elected by the former mayor as deputy.

Cesar Maia has been assembled since the start of the new coronavirus pandemic and is still participating virtually in city council meetings.

A pending alliance with Freixo could leave the candidacy defended by Páez, César Maia’s former political godson, whose departure contributed to the former mayor’s downfall, isolated.

Paez claims to “take his word” from Rodrigo Maia. According to him, the PSDB promised to support Felipe Santa Cruz. PSD’s alliance with PDT, announced in February, is also under threat.

“Cesar is a very qualified team, very prepared and has a lot to add to the list,” Paez said.

Maya says she does not regret past criticism from Paez. “Because I was always discussing ideas, this personal question never crossed my mind.”

However, he makes it clear that his son is negotiating and that he no longer has frequent contact with the current mayor. “Not. His relationship with Rodrigo Maia has always been constant, even after the 2012 elections.”

He also has no plans to share a platform with former President Lula, Freixo’s top electoral leader. “PSDB-RJ representation depends on Deputy Rodrigo Maia,” says the former mayor.

Faced with increasing violence in their territories, in a constant struggle against the time frame and anti-indigenous policies of the current government, indigenous leaders present in the federal capital this week – from June 20 to 23 – will issue a press release. and the community on Thursday 23. The speech will take place during the Political Act with sacred rituals, in Tres Poderes Square, in front of the Federal Supreme Court (STF), at 14:30 (Brazil time). A press conference will also be held there, followed by the release of the documentary film “Struggle for the Earth”.

O political act will consist of Terena, Caingan, Tuxa, Xoleng, Tupinamba, Carapo, Guarani Nhandeva, Guarani Kiowa, Takaiwra, Sinta Larga, Caripuna, Tukano, Makuksi, Wapichana, Taurepang, Mura and Marubo indigenous peoples, which were held throughout this week a series of meetings and hearings: with parliamentarians in the National Congress; in the National Human Rights Commission (NHRC); in the National Council of Justice (CNJ); in the Federal Supreme Court; at the National Indian Foundation (Funai); in addition to participating in the “Seminar on the Constitutional Regime of Indigenous Lands in Brazil” at the University of Brasilia (UN), which was attended by indigenous representatives, partners, academics and lawyers.

BUT press conference it will include representatives from the Association of the Indigenous Peoples of Brazil (Apib) and regional grassroots organizations. After the announcement launch of the documentary film “Fight for the Earth”. Created by young Indigenous Communicators, the work brings together images and feelings in one of the most important moments of the Indigenous struggle against the time frame and the decision of Emergency Appeal 1,017,365 regarding the demarcation of Indigenous lands in the country. In an effort to support their voices in defense of their lives and territories, indigenous communicators and producer Sal Films will take part in this moment.

This Thursday, June 23, actions against the time frame will be held throughout the country: in Brazil, in the territories and on social networks. Earlier this month, the Federal Supreme Court (STF) withdrew from decision of the Extraordinary Court of Appeal (RE) 1 017 365, this will determine the future of the demarcation of indigenous land across the country. The court was supposed to enter the agenda this Thursday, June 23, but the vote was postponed for the third time.

Thus, the temporal thesis suggests limiting the demarcation of indigenous lands to only those territories proven to be in indigenous possession on October 5, 1988, the date of the promulgation of the Constitution. The Indigenous Thesis, on the other hand, recognizes the rights of Indigenous Peoples as emerging, that is, prior to the state itself. It is important for the Indigenous Movement that the STF reject the deadlines as soon as possible, as this proposal is an incentive for traffickers, miners, loggers and land grabbers.

Our struggle for our territories, for our lives, without our territories, our lives will be in danger, as well as the lives of all creatures that live on this planet. The Brazilian Constitution guarantees the rights to our territories, and only the proposal of a time frame already violates this Constitutional and Inheritance Law. We cannot accept the violation of our rights, we cannot accept the fact that our lives continue to be taken. That is why we also ask for justice for Bruno and Dom, our fight for our rights, for our lives, for those who came before us and for those who are yet to come.
