This Saturday, the President of the Republic defended the need to “visualize an alternative” in order to maintain sanity in the political system, adding that “only a very strong opposition” allows “regime agreements.”

Speaking at the “Portugal XXI: Country of the Future” meeting held today at the Casa das Histórias Paula Rego in Cascais, Marcelo Rebelo de Sousa dwelled on the challenges facing Portugal and mentioned “the much debated issue of institutional conditions for the economic”.

“There are institutional conditions that are being acquired in Portugal: governmental and parliamentary stability for four years, four and a half years. It should be in Europe, as far as I remember, the only country with an absolute majority of the party”, said the head of state, before noting that this majority also exists in Greece “thanks to the electoral system”.

However, Marcelo emphasized that this absolute majority is “not enough”: “The sanity of the system is something more: it has an alternative or visualizes an alternative that alone allows it, namely, regime agreements.”

“Only a very strong opposition is strong enough to make agreements with the regime. Otherwise, she doesn’t do it: her cycles are so small, so small, so short, so short, that she can’t make agreements with the regime. They are always unreliable.” , he said.

Listing topics for regime agreements, Marcelo Rebelo de Souza said that “there are some that are easy to do: the energy transition is pretty much simple, the digital transition is very simple, health care is more difficult, welfare is more difficult, though easier than health” .

“So there are some areas where I no longer rely on education, hoping that ideological divisions over qualifications will be bridged,” he said.

The President of the Republic believed that “it is necessary to have a constant desire for renewal both on the part of political, economic and social partners, which are very outdated.”

“The best evidence of moral obsolescence is that along with this, other quasi-economic and social partners were born, as well as quasi-political partners, occupying part of the space or supplementing part of the space,” he stressed.

However, Marcelo emphasized that “Portugal has an advantage over other European countries” given that the country “manages to integrate populism”, which he says is “good”.

“So far, he manages to integrate, with more or less difficulty, the inorganic and populist movements that emerged in 2018, but this depends on the capabilities of the political partners, economic and social partners: they unite only if they have the flexibility to do so, and if the system has a form,” he said.

In a speech that lasted about 30 minutes, Marcelo Rebelo de Souza also addressed the problem of “the viability of the democratic system”, which, according to him, “passes, for example, through the power of the media”.

“The media, which are on the verge of economic and financial instability, because the market is small, because there were crises A, B, C, D, is a factor that weakens the political system,” he stressed.

The leaders of 31 primary schools of the municipal network took part in the 2nd Training Meeting on the preparation of the Political Education Project (PPP) for implementation in school divisions from the second semester of 2022.

The PPP is being prepared by the Department of Education (Semed) through the Directorate of Teaching/Department of Primary Education, and the latest event with Principals, Alternate Principals and Educational Coordinators hosted last week by Advisor Andrea Richitelli.

The political-pedagogical project is a theoretical and methodological tool for intervening and changing reality in search of the quality of education, success and permanence of students in school. This is a tool for the formation of citizens,” said Luciana Kruvinel, director of education at Semed.

According to Mara Jennari, Head of the Department of Primary Education, the project itself is a process of building and organizing the pedagogical work of the school as a whole on the principles of democratic governance, quality and equality.

At this last meeting, the management teams of the schools were focused on how to write the PPP Situational Concept Paper.

Actions around the Political Education Project have also advanced to the formation of commissions made up of representatives of teachers, administrative staff and families who will be involved in the process of developing the teaching staff of each educational unit.

After five years of trying to freeze the valuables or assets of former MP Meraldo de Sa – finding nothing – the Public Ministry of State (MPE) asked the court to apply “atypical measures” such as arresting CNH to make him pay a fine of more than 100,000 reais for the conviction he received for administrative offences.

The former MP was convicted in 2014 for employing his mother, brother and wife in the municipality of Acorizal (63 km north of Cuiaba) in 2005, when he was mayor.

He was fined 10 times the salary he received as mayor.

The punishment has already become final (when there is nowhere to appeal).

According to MPE, the process has been in the execution phase for more than five years.

The search for goods and attempts to invest were made according to the order and according to the available systems, but all remained inconclusive.

For this reason, the public ministry demanded the adoption of atypical executive measures, which consisted in the seizure of the former deputy of the Council of National Economy and the passport.

However, Judge Celia Vidotti of the Specialized Court of Class Actions said enforcement action is subject to a decision by the High Court of Justice (HJC).

It therefore decided to stay the proceedings against Meraldo Sá pending a later decision by the STJ.

During the trial, the Public Ministry of State (MPE) reported that Meraldo Sá, as mayor of Acorisal, agreed to the appointment of Carmelina Carmen de Sá (his mother), Maldo Figueiredo Sá (his brother) and Daisy Fatima Ferreira da Silva (his wife) , “in their respective functions of Social Support Coordinator, Cabinet Coordinator, and Support and Social Assistance Secretary.”

MPE stated that because the Federal Supreme Court (STF) expressly prohibits the practice of nepotism, it issued a notice to Meraldo in 2008 demanding that all relatives be exonerated and that no new contracts of this type be entered into.

But the then mayor did not prove that he did the rehabilitation, and the MNO notified him twice more, with no answer, and in 2010 the mayor’s relatives were still in office.

Meraldo, on the other hand, argued that his wife’s appointment to the Department of Promotion and Social Assistance did not fall under nepotism. He also stated that he exonerated his brother in 2007 and his mother in 2009.

The judge agreed that the appointment of Meraldo’s wife was not nepotism, since her position was political, not administrative.

However, this does not apply to the appointment of mother and brother, since both held administrative positions.
