Work will be possible through the Advance Health program. In total, R $ 3.3 million (R $ 1.75 million for renovations and R $ 1.55 million for equipment) will open 10 beds – eight of them SUS and two private. and for health insurance plans. The new pediatric intensive care unit should be completed in eight months.

The governor explained the guarantee of resources by the good financial balance of the state. “An important action by the state, which is only possible because of the balance of accounts at the Rio Grade do Sul. A state that can’t pay monthly bills, let alone invest. And thanks to the reforms that we carried out in the structure of the state apparatus and privatization, the state can now make investments, ”he explains.

Leite has received other requests from HBB, such as resources for the specialty cardiology, which he says is quite possible. “There are many requirements, but we will do a good analysis and should announce a new phase of investment in the health sector, and it is possible that it will be included,” he says.

Lazheado Mayor Marcelo Caumo called the day historic for HBB and mentioned Secretary of State for Health, Arita Bergmann. “This work is only possible because Secretary of State Arita came to visit the region and dined with us, and we talked about the need and projects that we presented to the federal government in order to have an intensive care unit, and she told us to send it to State, and within a few months the funds were allocated to Advance Health, ”he recalls.

The future of milk in politics

TSE and WhatsApp will have a tool to condemn mass shootings in elections

Published

Dado Ruvic / Reuters

BRAZIL – After whatsapp were used to massively spread fake news in the 2018 presidential election. Supreme Electoral Court (TSE) wants to improve the tool, built in partnership with the app, to denounce this type of practice in a dispute in October. The service was running during the 2020 municipal promotions, but the new virtual assistant will be launched at a time when Electoral Justice is considering suspending yet another messaging app, Telegram, for the lack of cooperation in the fight against false information.

Now anyone who receives suspicious messages can fill out a form on the Electoral Justice website. If the content is found to be illegal campaign footage, the court will ask WhatsApp to delete the account. If the TSE concludes that there is a direct link to any campaign, the candidate may be subject to sanctions ranging from fines to cancellation. The partnership was discussed yesterday at a meeting between TSE President Luis Roberto Barroso and WhatsApp CEO Will Cathcart.

At the same time, Congress will try to cover up the actions of politicians on social networks. The intention of the Joint Parliamentary Commission to Investigate Fake News (CPMI) summit is to resume work from next month and continue until September, ahead of elections. CPMI was established in 2019 but was put on hold less than a year later due to restrictions imposed by the covid-19 pandemic.

“We’re not going to investigate the election, but we’re going to be a sort of whistleblower box. All efforts to control the interference of this gossip and fake news are valid,” said Senator Angelo Coronel (PSD-BA), president of CPMI. On the other hand, the House intends to pass a law on fake news by March, so that it will come into force in the next election. It is proposed to create rules for the use of social networks and prohibit the shooting of mass messages.

The practice motivated complaints about Jair Bolsonaro’s ticket in 2018. The case was considered by the TSE last October, when a majority of the court acquitted the president-elect and his vice president, Hamilton Murao, but outlined the principles of what would not be adopted in 2022. “Everyone knows what happened, no one doubts that social media is flooded with illegal mass shootings, hatred, disinformation, slander and conspiracy theories,” Barroso said at the time.

Minister Alexandre de Moraes, who will chair the TSE in 2022, said that “if what was done in 2018 repeats, the registration (of the candidate) will be canceled and the people who do this will go to prison for attacks on institutions and democracy in Brazil.

During the 2020 campaign, the platform used to report mass shootings received 4,981 messages. After passing through the filter of selective justice, 1042 accounts in the application were blocked.

According to the survey, WhatsApp is installed on 99% of smartphones in Brazil.

A survey conducted by Mobile Time and Opinion Box in 2020 found that WhatsApp is installed on 99% of smartphones in Brazil is the most used app in the country. In total, the company claims to have 120 million monthly active users in Brazil. According to the study, 88% of users confirmed receiving fake news through the app. In addition, one in three admitted that they passed the information without checking its authenticity.

The company says that it does not control the content, that is, it will not penalize users for spreading fake news, but rather avoids automatic messaging. “Any user can report it to TSE. This reinforces the message I was sending to the political world: don’t hire mass shootings, don’t do political WhatsApp marketing. This is bad for democracy and could damage election campaigns, leading to the loss of a ticket,” said Dario Durigan, head of public policy for WhatsApp Brazil. Stadium/broadcast.

The following are key excerpts from interviews with Dario Durigan, WhatsApp Brazil Head of Public Policy:

What will WhatsApp do to combat fake news in elections?

WhatsApp created in 2020 and will improve in 2022 a platform for reporting suspected mass shooting accounts. This is a TSE tool developed in collaboration with WhatsApp. This reinforces the message I was sending to the political world: don’t hire mass shootings, don’t do political WhatsApp marketing. This is bad for democracy and could damage election campaigns, resulting in a lost ticket.

The TSE is looking into sanctions for platforms that do not cooperate, as in the case of Telegram. Is this a positive thing or is it an abuse?

The fight against disinformation is important and very serious. Taking action is everyone’s business. The reality of WhatsApp, which is very different from other applications, lies in the intense collaboration with Justice. Collaboration and responses to court decisions matter to most messaging apps.

Politicians advertise on WhatsApp…

WhatsApp is not the place for professional campaigning. WhatsApp is a place for private conversations. It is clear that there is talk of politics. This is natural and understandable. If professional mechanisms are used for the purposes of structuring a marketing campaign, such offensive templates, inhuman templates, accounts will be blocked.

Will it be possible to avoid fake news in elections or is it unmanageable?

Malicious fake news, professionally distributed by organized, funded groups, I think so, and we are moving towards it. More widespread, organic disinformation is another matter. Here is a long discussion. The language of people in everyday life is done inaccurately, with prejudices. Since WhatsApp eventually becomes the place for these conversations, it has a lot of inaccuracies.

Does the company want to separate “aunt zap” from the digital police?

I don’t know if I would put it in those terms. Any funded coordination where it’s not clear to the user what target you want to use with that message is very bad, regardless of the ideological spectrum. Protecting the user is what should be prioritized in this immediate battle.

Can the platform be held responsible for using the fake news app?

The message is protected by end-to-end encryption. Content belongs to users. WhatsApp does not have access to content, nor does it moderate the content of conversations. It’s strange that WhatsApp controls the content.

Ventura rejects Rui Rio’s idea of a “spot trading” policy.

An expired Citizen Card is used to travel and apply to reside in the United Kingdom.

Faced with statements made today by Rui Río, who admitted that he had only spoken to Chega about budgets “during the usual parliamentary debate in front of everyone”, André Ventura criticized the position of the Social Democrat president, citing that this party leader “said one and the opposite.”

President Chegi spoke to reporters during a short street in the center of Sines, where there were about 20 fighters, where there is very little contact with the population.

Ventura said that Rui Rio “already allows parliamentary talks, but in plain sight.”

“This is a navigation policy in sight, you can see that later. This is not being done. We must be held accountable,” said the leader of the party, who in the last days of the campaign tried several times to put pressure on the SDP not to rule out a possible right-wing government.

“Two or three days before the elections [Rui Rio] says that voting for Chega is voting for the PS, but no one believes this. These are dream conversations. Rui Rio must now proceed from the fact that he always said that he did not want to oppose, that he wanted to cooperate with PS, and now he remembered that it is necessary to oppose,” he said.

saúde publica e preservação do modelo federativo brasileiro

Published
