Anacom has approved new broadband social tariff rules setting prices and mandatory minimum speeds. The highlight is the change in values, initially the requested minimum download speed is 10 Mbps, which becomes 30 Mbps, and 1 Mbps download becomes 3 Mbps. In addition to speed, the minimum monthly bandwidth to be included in the offer is between 12 GB and 30 GB.

It also promoted a statement of a monthly fee for broadband Internet service in the amount of € 5 or € 6.15 with 23% VAT. Anacom states that this value meets the goal of making the price affordable for low-income consumers or for special social needs. The regulations also set a maximum price for the activation of the service and the supply of equipment for Internet access, such as routers, at € 21.45 or € 26.38 with 23% VAT.

The project dates back to 2019, but only at the end of July Decree-law defining the basis for the application of tariffs for the social Internet– a measure expected to benefit approximately 700,000 low-income families in order to guarantee Internet access. It is planned that this will be done before the end of the year.

The regulator also advises that it has recommended that the Government consider exemption from the obligation to offer Internet companies at social rates with acceptable turnover weighing less than 1% of the global acceptable turnover of the electronic communications sector.

It is noted that this tariff for social Internet will be available to all operators that offer this type of service for people with low incomes and special social needs. The aim is to reduce barriers to Internet access and to promote their appropriate use. Anacom estimates that 800,000 people can benefit from this special rate nationwide, although there may be fewer effective recipients.

Anacom justifies increasing the speed values ​​to meet the Internet access needs of elements of the household as part of a satisfactory service experience.
